PROBLEM TO BE SOLVED: To provide a zoom lens system or the like that includes a lens shifted to include a component in a direction perpendicular to an optical axis, and has a high variable power ratio and superior optical performance. SOLUTION: The zoom lens system includes, in order from an object side, a first lens group G1 having negative refractive power, a second lens group G2 having positive refractive power, a third lens group G3 having negative refractive power, and a fourth lens group G4 having positive refractive power. When the zoom lens system varies power from a wide angle end state W to a telephoto end state T, spaces between the respective lens groups G1, G2, G3 and G4 change, and at least part of the third lens group G3 is shifted to include the component in the direction perpendicular to the optical axis, and the zoom lens system satisfies a prescribed conditional expression.
