<P>PROBLEM TO BE SOLVED: To provide a mist generating apparatus which generates mist containing active species having oxidizing property and sterilizing property and has high design flexibility, and also to provide a mist generating method. Ž<P>SOLUTION: The mist generating apparatus includes a pulse power source 101 and a pair of electrodes 102 and 103 connected to ends of the pulse power source. At least a region of one of the pair of electrodes is covered with dielectric body 105. A liquid is interposed between the dielectric body and the other electrode so that the dielectric body may contact the liquid surface. When the one of the electrodes has a first surface and the other electrode has a second surface, the pair of electrodes are arranged so that the first and the second surfaces are nonparallel. When the one of the electrodes has a plurality of projections, one of the plurality of projections is set as a first point and the other projection is set as a second point. The pair of electrodes are then arranged so that a first distance being the shortest distance between the first point and the other electrode and a second distance being the shortest distance between the second point and the other electrode may be different.
