PROBLEM TO BE SOLVED: To provide a flash fixing device and method which suppresses scattering of toner, generation of odor, void, etc. and achieves excellent fixability, without using a complicated, expensive high voltage power source, and also to provide an image forming apparatus having the flash fixing device. SOLUTION: The fixing device has at least: a flash lamp; a choke coil connected to the flash lamp in series; a capacitor connected to the flash lamp and choke coil in parallel; and a high voltage power source that charges the capacitor.
