The present invention relates to a monolithic circuit board that includes a small frame region and further, a driver circuit that drives pixels and an external connection terminal through which a signal to the driver circuit or a power source for driving a circuit, and the like, are supplied from an outside, and further relates to a display device and a liquid crystal display device, each including the circuit board. The present invention is a circuit board including a driver circuit for driving a pixel and an external connection terminal, on a substrate, wherein the circuit board further includes a wiring that is arranged in a layer lower than the external connection terminal to overlap therewith.
