Provided is an arbitration device that, even when arbiters are configured in a multistage structure, suppresses to the minimum a waiting time necessary for a packet to pass through the arbiters configured in the multistage structure. In the arbitration device, a second control circuit outputs a second selection signal, based on one of first or second time period information selected by a second selection circuit and third time period information. A third selection circuit selects and outputs, based on the second selection signal, one of first or second data that a first selection circuit selects and outputs or third data.
