PROBLEM TO BE SOLVED: To provide a negative-electrode active material capable of obtaining high capacity and long cycle life, and to provide a secondary battery and a capacitor using the negative-electrode active material. SOLUTION: The negative-electrode active material is a porous lithium-containing aluminum alloy having pores manufactured in such a way that a lithium plate 3 and aluminum foil 2 to which pretreatment such as etching is applied are countered in an electrolyte 4, and alloyed by electrolyzing while controlling the potential of the aluminum foil 2. The diameter of opening of pores is 5 μm or less (not containing zero), and the ratio of the length of the pores to the diameter of the opening of the pores is 10 or more.
