PROBLEM TO BE SOLVED: To provide a developer carrier for stably imparting triboelectric charges to a toner even in various environments. SOLUTION: The developer carrier includes a substrate and a resin layer as a surface layer formed on the surface of the substrate, wherein the resin layer contains a thermosetting resin as a binding resin, an acrylic resin having two units of specific structures, and conductive particles.
