PROBLEM TO BE SOLVED: To efficiently utilize the potential of a battery in an apparatus and method for replacing the battery which are used to reuse the battery installed on a vehicle such as an electric vehicle. SOLUTION: A replacement battery 21 meeting a request for replacement is configured in such a way that a control section 6 measures the deterioration state of a plurality of cell modules configuring a used battery 11 accepted in replacing of a battery, ranks each of the cell modules based on a result of measurement, searches cell modules of a rank meeting a user's request for replacement from a battery database 4 in response to a request of battery replacement from the user and allows the searched cell modules to be combined. In this way, the replacement battery 21 can be configured by combining a plurality of cell modules while considering the deterioration state, and the potential of the battery can be efficiently utilized.
