PROBLEM TO BE SOLVED: To provide an inexpensively manufacturable damping valve. SOLUTION: The damping valve 1 is equipped with a valve disk 2 housed in a damper and provided between one chamber R1 and another chamber R2 in the damper, and a damping force generating element applying resistance to a flow of fluid. The damping force generating element characteristically is a port group 3 equipped with a plurality of pore ports 4 piercing the valve disk 2 to function as choke throttles. Since the pore ports 4 themselves function as choke throttles to impart resistance to a flow of passing hydraulic fluid, sufficient damping force can be generated without additionally providing other valve elements.
