PROBLEM TO BE SOLVED: To provide an attaching and detaching device of a pipe connecting member surely preventing leakage from an insertion hole formed on a flange of a communication pipe and an insertion hole formed on a flange of the pipe connecting member when a pair of the flanges are separated. SOLUTION: A leakage preventing member 20 of the attaching and detaching device includes at least a first sealing member 32, a second sealing member 34, a bolt 36 and a nut 35 attached by inserting them through the sealing members 32 and 34 and the insertion holes Fa and Fb, and an elastic member 37. The flanges F1 and F2 are separated from each other, and by elastic restoring force of the elastic member 37 sandwiched and pressed between a head part 36a of the bolt 36 and the flange, the first sealing member 32 is sandwiched and pressed between the flange F1 of the communication pipe B and the head part 36a of the bolt 36 so as to seal the first insertion hole Fa, and the second sealing member 34 is sandwiched and pressed between the flange F2 of a flange short pipe FP and the nut 35 so as to seal the second insertion hole Fb.
