PROBLEM TO BE SOLVED: To solve the problem wherein an accurate obtaining of situations becomes difficult by thin-out processing of images performed when transmitting the images takes time in a remote image monitoring system for transmitting recorded images. SOLUTION: In a transmission request to a surveillance camera device 2 from a monitoring center 6, one of sequential and thin-out transmission systems is selected for designation. In the sequential transmission system, entire frames of images stored by the surveillance camera device 2 are transmitted to the monitoring center 6 without thin-out. In the thin-out transmission system, the thin-out is performed according to transmission delay. The surveillance camera device 2 generates delay prediction information in the transmission of stored images for transmitting to the monitoring center 6, based on transmission delay in a public communication network 4 by the transmission of a current image after fault detection. A monitoring person of the monitoring center 6 easily determines which transmission system should be designated, based on the delay prediction information. COPYRIGHT: (C)2010,JPO&INPIT
