Disclosed is a thermal power plant comprising a boiler as a steam generating device, a high-pressure turbine, a low-pressure turbine, a condenser, a low-pressure water heater and a steam heat pump device. The steam generated in the boiler is fed to the high-pressure turbine and the low-pressure turbine, and is condensed by the condenser. The feed water discharged from the condenser is heated by the low-pressure water heater with the steam bled from the low-pressure turbine. This fed water is heated by the steam heat pump device disposed downstream, and is fed to the boiler. The steam heat pump device includes a plurality of compressors, and condensers disposed for the individual compressors and having heat transfer tubes therein. The steam bled from the low-pressure turbine is sequentially fed to and compressed by the individual compressors so that the temperature of the steam rises. The steam discharged from the upstream condenser is partially condensed in the condenser with the feed water flowing in the heat transfer tube, and is guided into the downstream compressor. The feed water flowing in the heat transfer tube is heated with the steam.
