The invention relates to sanitary, veterinary science and medicine, in particular to the development of an easy to produce, anticorrosion, environmentally-friendly, bactericidal and virulicidal agent and to the use of said agent for disinfecting premises, facilities, stocks, tools, instruments, tableware, cosmetic means, animals, feeding stuffs, soil and other objects of sanitary inspection against pathogenic viruses, bacteria, protozoa and fungi. The use of said agent in the form of an antiseptic means is also disclosed. In order to improve ecological safety and bactericidal and virulicidal activity, the compound in the form of a crystalline hydrate of 1,6,3,8-dimethane-1,6,3,8-tetraazacyclodecane-sodium carbonate of structural formula (I) is used. Said compound exhibits bactericidal and virulicidal activity and is nontoxic.
