<P>PROBLEM TO BE SOLVED: To provide a discharge device having great design freedom capable of cleaning and reforming a gas phase and a liquid phase without a need for making its power source larger, and a discharge method. Ž<P>SOLUTION: The discharge device 100 including a pulse power source 101, a pair of electrodes 102, 103 connected to the end part of the pulse power source 101, with one electrode 102 of the pair of electrodes 102, 103 at least partly covered with a dielectric 105, is characterized in that a liquid (water W, for example) is interposed between the dielectric 105 and the other electrode 103 in a manner of causing the liquid face to contact the dielectric 105, the pair of the electrodes 102, 103 are disposed, if the one electrode 102 is equipped with a first face and the other electrode 103 is equipped with a second face, in such a manner that the normal vector of the first face and the normal vector of the second face each at least have a part not intersecting each other, and a pulse voltage is applied between the pair of the electrodes 102, 103.
