<P>PROBLEM TO BE SOLVED: To provide an apparatus and method for measuring a concentration which can accurately measure a concentration of a measuring object even if the concentration is thin. Ž<P>SOLUTION: The apparatus includes: a light emission controlling part for controlling a laser diode emitting laser light toward a measuring object so that a wavelength of the laser light is modulated by a predetermined waveform; and a light reception processing part that acquires a light reception signal from a photodiode receiving the laser light that has passed through the measuring object and calculates a concentration of the measuring object based on the light reception signal. The light emission controlling part includes: a first modulation wave signal generator for generating a first modulation wave signal that is a sine wave of a first frequency f1; a second modulation wave signal generator for generating a second modulation wave signal that is a sine wave of a second frequency f2; a multiplier that multiplies the first modulation wave signal and the second modulation wave signal and generates a multiplication signal; and a laser diode driver for modulating a wavelength of the laser light based on the multiplication signal.
