PROBLEM TO BE SOLVED: To make an object such as an enclosed article or an inner surface in a space intended for atomization hardly susceptible to electrification. SOLUTION: First, high voltage is applied to a space between an atomization electrode 2 and an opposed electrode 3 on condition that the potential of the atomization electrode 2 side be a grounding potential or the potential of the atomization electrode 2 side be closer to the grounding potential than the potential of the opposed electrode 3 side. Thus, water to be supplied to the atomization electrode 2 is electrostatically atomized. Further, charged fine particle water is discharged into a space intended for atomization by inertia accompanied with a moving force occurring on account of electrical line of force. Meanwhile, an anion or a cation generated by electrostatic atomization is made to deposit on the opposed electrode 3 by the moving force occurring due to the electrical line of force.
