PROBLEM TO BE SOLVED: To provide a display panel substrate for forming a display panel that controls separation and degradation while maintaining surface smoothness, and has long life and high reliability, and a display panel capable of providing a clear display image and having long life and reliability. SOLUTION: The display panel substrate includes: a scattering region that includes a scattering substance on a translucent glass substrate surface and constitutes a desired pattern; and a background region that has a light-scattering property different from that of the scattering region and encircles the scattering region, wherein the scattering region is constituted of a glass layer and a display pattern is formed by a difference in light-scattering property.
