PROBLEM TO BE SOLVED: To easily achieve three-dimensional modeling for integrating sensor data obtained at a plurality of places. SOLUTION: A three-dimensional modeling device includes: a first sensor for measuring a distance to an object, and for obtaining data for modeling; a second sensor for measuring the distance to the object, and for obtaining data for plane position estimation; a vertical moving mechanism for vertically moving the first sensor; a moving mechanism for moving a three-dimensional modeling device; and a computer having a database for storing the map data of a modeling object place. The computer is configured to infer the plane position of the first sensor by collating the data obtained from the second sensor with map data, and to obtain the three-dimensional position of the first sensor from the vertical position of the first sensor based on the vertical moving mechanism and the inferred plane position of the first sensor, and to integrate a plurality of data for modeling obtained by the first sensor in accordance with the obtained three-dimensional position, and to output a three-dimensional model.
