PROBLEM TO BE SOLVED: To provide tatami facing where a water-repellent and oil-repellent layer does not exfoliate easily from the surface of a paper yarn. SOLUTION: A process is characterized by having the steps of (a) coating the surface of paper yarn 12 obtained by twisting paper made from wood fiber with the first resin composition 22 containing an aqueous resin emulsion, a water-repellent and oil-repellent agent, and an organic silane coupling agent, to form the first water-repellent and oil-repellent layer 16, then (b) coating the surface of the water-repellent and oil-repellent layer 16 with the second resin composition 24 containing a water-repellent and oil-repellent agent to form the second water-repellent and oil-repellent layer 18, thereby applying water-repellent and oil-repellent treatment on the surface of the paper yarn 12, and then (c) carrying out machine weaving of the paper yarn 14 to which water-repellent and oil-repellent treatment is already applied.
