<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus with which the deterioration in developer is restrained to perform excellent development. <P>SOLUTION: In a tandem type color copying machine, the printing rate calculation part 121Y of a Y judgement part 111 obtains the printing rate of a formed image in page units. A difference calculation part 122Y compares the printing rate Py with a prescribed value Hy, and calculates a difference Ry between Py and Hy when Py<Hy holds. An accumulation counter part 123Y integrates the difference Ry every time the difference Ry is obtained in page units, and stores it in an integrated value Uy storage part 127Y. A comparison part 124Y compares an integrated value Uy with a prescribed value Ny, and informs a forcible consumption judgement part 125Y of an effect Uy>Ny when Uy>Ny holds. The forcible consumption judgement part 125Y judges that it is the time when toner forcible consumption must be performed, and informs a CPU 108 of the effect.
