<p><P>PROBLEM TO BE SOLVED: To reduce operation quantity required to perform a H. 264 reencoding when a MPEG2 input stream is converted into a stream in conformity to a H. 264 standard. <P>SOLUTION: A H. 264 reencoding portion 13 re-encodes a MPEG2 decoded image in conformity to the H. 264 standard referring to a MPEG2 encoding information extracted from an encoding bit string of the MPEG2 input stream by the MPEG2 encoding information extracting portion 12. At this time, in a MBAFF encoding, a mode which is determined to each macroblock pair is determined by two corresponding encoding modes (inter/intra) of the macroblock in the MPEG2 input stream.
