PURPOSE: A fluorinated polymer electrolyte membrane is provided to easily control the moisture content of the electrolyte membrane by evenly dispersing hydrophobic and/or hydrophilic inorganic filler within the polymer electrolyte membrane and to improve chemical properties and mechanical properties. CONSTITUTION: A fluorinated polymer electrolyte membrane(1) includes a fluorinated proton-conducting polymer, inorganic filler, and a dispersant. The dispersant is fluorinated aliphatic hydrocarbon including a hydrophilic functional group. The fluorinated aliphatic hydrocarbon is a linear or branched alkyl group with C4-C30 and linear or branched alkylene oxide with C4-C30. The hydrophilic functional group is selected from -H, -NH4^+, -SO3H, -SO3NH4, -P(O)(ONH4), -P(O)(ONH4)2, or their combination.
