PURPOSE: A system and a device for setting and synchronizing P2P communication in a mobile communication system are provided to maintain synchronization between two terminals which are equal during P2P communication and sets connection for effective P2P communication. CONSTITUTION: A controller(830) compares cell including a source node and a destination node. If the source and a destination node is in a same cell, P2P resource allocator(833) assigns P2P request resource to the sources node and the destination node. A mode selector(831) measures measured reception power level of the source node and considers the measured reception power level to determine capacity of P2P communication between the source node and the destination node.
