PURPOSE: A one person-based device for measuring the location of an underground facility in real time is provided to accurately measure the location of the underground facility using a man-less target for measuring. CONSTITUTION: A hinge(120) includes a frame(123) and a fixing unit(121). The frame is fixed to a fixture(110) and covers one end of a rod(130). The fixing unit is composed of a bolt(121a) and a nut(121b). The bolt passes through the frame and the rod. The nut is screw-combined to the bolt. A pressure applied to the rod is controlled by untightening or tightening the frame.
