The device (1) has a cylindrical bar (7) freely engaged in two notches (8) whose width is equal to diameter of the cylindrical bar. Each notch is formed in a tab (9) fixed to a fixed part (3) of a body of a motor vehicle or on a front face (4a) of a rotational fixed block (4). The cylindrical bar is supported by the front face of the block or by the fixed part of the body. The cylindrical bar is held by two spaced supports (10) fixed to the front face of the block. The block is adjustable by swiveling around a horizontal axis perpendicular to a rotational axis (X-X') of a rear part (2).
