A delivery system for a pharmaceutically active agent that consists of an emulsion of the pharmaceutically active agent and one or more pharmaceutically acceptable excipients. The delivery system allows the controlled release of the pharmaceutically active agent. The delivery system is characterised by having an internal to external phase ratio of more than 70% after it has been stored for at least a month at a temperature of 86°F.
