<P>PROBLEM TO BE SOLVED: To prevent generation of arc between electrode terminals upon pulling out a power plug from an existing receptacle. Ž<P>SOLUTION: The power plug 5 connected to the receptacle 7 includes a pull-out detection means formed of a detection pin and a photo coupler 22. When pull-out operation for pulling out the power plug 5 from an inserted state to the receptacle 7 is detected by the pull-out detection means, charging to a battery 3 by a charger 3 is stopped before connection between the electrode terminal 11 of the power plug 5 and the electrode terminal 12 of the receptacle 7 is released.
