<P>PROBLEM TO BE SOLVED: To provide a tool by which a paper toilet seat cover that is fixed to a toilet seat and can be used for a long time can easily be made at home or the like by using rolled paper such as toilet paper. Ž<P>SOLUTION: The tool has the periphery in a shape similar to the toilet seat. Several sheets of rolled paper such as toilet paper are wrapped around its periphery, are covered with a meshed cover permeable to a liquid and are formed.
