PROBLEM TO BE SOLVED: To allow a player to continuously play a game using paper money or a card, even when communication between a sandwiched dispenser and a management device is in an off-line state. SOLUTION: The management device stores monetary value information in which an identifier of a game record medium handled by the sandwiched dispenser and an evaluated monetary value of the game record medium are correspond to each other. The sandwiched dispenser detects that the communication between the sandwiched dispenser and the management device is in an on-line state or in an off-line state. When a deal is started by inserting the game record medium, the sandwiched dispenser switches information on a source of dispensing game mediums to any of monetary value information obtained from the management device and monetary value information read out of the inserted game record medium, based on a detected communication state, controls dispensing of the game mediums based on the switched information, and when receiving a command for returning the game record medium, the sandwiched dispenser returns the game record medium in which a monetary value reflecting the result of the dispensing control of the game mediums has been written.
