LITHIUM ION CELL

A lithium ion cell in which the flame retardancy of an electrolytic solution is maintained over long and which has a high energy density and improved charge/discharge cycle, high-temperature storage, and rate characteristics.  The lithium ion cell includes an electrolytic solution comprising an ionic liquid and a lithium salt, a positive electrode, and a negative electrode, and is characterized in that the negative electrode comprises an active material which is a carbon material treated with a surface-treating agent.
