PROBLEM TO BE SOLVED: To provide a fouling-preventing agent composition which can prevent the adhesion, accumulation of organic foulings and inorganic foulings to wires used in a wire part in a paper-making step in a paper-producing step, and paper-making felts and various press rolls used in a press part in a dehydration step, and to provide a fouling-preventing method. SOLUTION: The fouling-preventing agent composition contains a specific nonionic surfactant and a hydroxycarboxylic acid or its salt in a weight ratio of 1:9 to 9:1, and the fouling-preventing method includes adding the non-ionic surfactant and the hydroxycarboxylic acid or its salt to shower water systems in the paper-making step and dehydration step of a paper-producing step in a weight ratio of 1:9 to 9:1 to give their total concentration of 100 to 100,000 mg/L.
