The characteristic of MIMO-SM is improved, and the interference that is applied to another communication control device is reduced.  A communication control device for controlling the transmission power of a communication terminal device on the basis of a signal received from the communication terminal device is provided with a reception unit (130) for receiving from the communication terminal device a reference signal used for estimating a propagation path, an uplink transmission power control unit (122) for determining the transmission power when the communication terminal device transmits the reference signal and determining the transmission power when the communication terminal device transmits a data signal, and a transmission unit (110) for transmitting information indicating the determined respective transmission powers to the communication terminal device.  The uplink transmission power control unit (122) determines the transmission power when the communication terminal device transmits the reference signal and the transmission power when the communication terminal device transmits the data signal according to the number of sequences of the data signal that is spatially multiplexed by the communication terminal device or the modulation method of the data signal that is spatially multiplexed by the communication terminal device.
