<p><P>PROBLEM TO BE SOLVED: To appropriately secure a desired communication distance even if an antenna size is limited. <P>SOLUTION: In an RF tag reader/writer 1, a first ground layer 8a of a multilayered substrate 5 and a second ground layer 8b are connected via an inductor 13, a dimension of the first ground layer 8a in a direction of length is set to a dimension corresponding to a 1/2 multiple of a wavelength of a radio wave which is radiated and captured by a dielectric antenna 6, and the dielectric antenna 6 is disposed in the center of the first ground layer 8a.
