PROBLEM TO BE SOLVED: To stably obtain an image excellent in visibility. SOLUTION: A first photographing device 12 photographs the front side of one's own vehicle so as to output a visible-light image. A second photographing device outputs a near-infrared image. An image acquiring section 22 acquires the visible-light image and the near-infrared image respectively from the first photographing device 12 and the second photographing device 14. A pseudo-gray-image generating section 24 generates a pseudo gray image from the visible-light image and the near-infrared image by using luminance information of either of the visible-light image or the near-infrared image, having a brighter pixel, for each pixel.
