<P>PROBLEM TO BE SOLVED: To reduce the possibility of a conflict between in-vehicle communication and communication in the other vehicle when the other vehicle coming from the opposite direction or running nearby approaches. <P>SOLUTION: An in-vehicle communication device (1) employs an in-vehicle radio communication external control part (11) for controlling the communication condition of an in-vehicle radio communication part (12) so as to reduces interference with the outside of the vehicle based on the information obtained from the outside by outbound radio communication parts (13, 14, and 15). The information is reported to the radio communication external control part from a data center outside a vehicle and the like so that, for example, when a plurality of vehicles using UWB in a cabin approach, a communication conflict can be avoided using a separate channel if a channel not in use is available or the communication conflict can be avoided by reducing a transmission power if no available channel is present or the communication conflict can also be avoided by adjusting the transmission timing if no channel is available and no effect of reduction of transmission power is expected.
