PROBLEM TO BE SOLVED: To provide a step preventive construction method for a paved road for constructing the paved road easily and maintaining satisfactory functions of the road even if the ground is deformed due to an earthquake or the like. SOLUTION: In this step prevention construction method for the paved road constituted by stacking a roadbed, a base course, and a hard paved layer on an upper part of a foundation support layer and having a rigid structure inside the roadbed or the base course, a shock absorbing layer is formed by surrounding a filler by a reinforcing material in a boundary part of the rigid structure and the roadbed or the base course, a plurality of shock absorbing layers are formed and overlapped to form a shock absorbing part, and the base course and the hard paved layer are formed on the upper part of the shock absorbing part to construct the paved road.
