<P>PROBLEM TO BE SOLVED: To provide a file name creating system for creating a file name allowing easy file ordering with an easy operation and attaching it to a file. Ž<P>SOLUTION: This file name creating system 100 includes an input I/F 34, memory 36, file name creating section 42, operation section 30, recording section 28, character recognition section 44, and character string extraction section 46. The operation section 30 can receive an input of a character string as an element constituting a file name. The recording section 28 can record, as a registered character string, the character string received by the operation section. The character recognition section 44 and character string extraction section 46 apply character recognition processing to an image file to which the file name is to be attached, and can extract, as an extracted character string, the character string forming an element constituting the file name. The file name creating section 42 creates the file name by selectively combining additive elements for preventing duplication of the registered character string, the extracted character string, and the file name.
