PROBLEM TO BE SOLVED: To provide a transmission regulation method and system by and in which the congestion of a communication network and the load of a central exchange office can be suppressed without impairing user's sense of use not by regulating a transmission demand that has already been generated but by suppressing or delaying the transmission demand itself. SOLUTION: The central exchange office 1 calculates a delay time Td if transmission regulation is determined to be necessary upon receiving an originating call from a telephone terminal 2a of a calling source, and transmits a calling signal with a calling source ID (for example, a telephone number) and the delay time Td attached thereto to a telephone terminal 2b of a calling destination. The telephone terminal 2b rings ring tone upon receiving the calling signal, and determines no detection of offhook as an uncompleted call and extracts the calling source ID and delay time Td attached to the calling signal if the offhook is not detected within a prescribed time. Then, the telephone terminal 2b displays the calling source ID as an incoming history in a displaying portion 25 after waiting for an elapsed time timer T to reach the delay time Td.
