<P>PROBLEM TO BE SOLVED: To provide a multi-layer coating film which uses less amount of oil resources and discharges less amount of total carbon dioxide relating to the life cycle of a product to reduce environment pollution, and is excellent in finishing, pencil hardness, abrasion-proof, adhesion between layers, weatherability, alkali resistance, and solvent resistance, and further, uses less amount of an organic solvent. Ž<P>SOLUTION: A method of forming the coating film comprises: coating a substrate with an aqueous coating composition, containing an aqueous dispersion of a specific acrylic modified starch in which a starch and/or a modified starch is used as a raw material, to form a base coating film; coating the base coating film with an active energy ray-curable coating composition, containing sugars having an acryloyl group and/or its derivative; and thereafter, irradiating it with an active energy ray.
