PROBLEM TO BE SOLVED: To prevent the occurrence of leakage among a plurality of kinds of electrode members through interface or toner, in a developer carrier with the plurality of kinds of electrode members to which different voltages are applied. SOLUTION: The toner bearing roller 2 includes: an inner electrode 3a; an outer electrode 4a located on the outer circumferential surface side rather than on the inner electrode 3a side, and is subjected to the application of an outer voltage different from an inner voltage applied to the inner electrode 3a; an insulation layer 5 provided between the inner and outer electrodes to insulate those; and a surface layer 6 covering the outer circumferential surface side of the outer electrode.
