PROBLEM TO BE SOLVED: To provide a method of reinforcing a concrete structure capable of preventing gaps and cracks from being generated at the weak surface of the concrete structure even if vibration in an earthquake is imparted to the concrete structure and maintaining the concrete structure in a stable state. SOLUTION: An anchor hole 6 is formed through the concrete structure until it reaches a predetermined depth from the ground 5. A ground anchor 7 is inserted into the anchor hole 6, the tip of the ground anchor 7 is fixed to the ground 5, a shear-tension reinforcement member 15 is inserted into the anchor hole 6, and the shear-tension reinforcement member 15 is positioned at a portion corresponding to the weak surface 4 of the concrete structure 1. The shear-tension reinforcement member 15 is held at the concrete structure 1 side, tension is applied to the ground anchor 7, and the rear end of the ground anchor 7 is fixed to the concrete structure 1.
