PROBLEM TO BE SOLVED: To perform the dubbing of programs different in copy restriction by the number of times feasible to the copy restriction even when these programs are broadcasted continuously and these programs are video-recorded en bloc in a video recording device. SOLUTION: It is assumed that a program C11 of "copy-once" a program C12 of "dubbing 10" and a program C13 of "copy free" are broadcasted continuously, as shown in Figure (a). When these programs are video-recorded and after copy control information is obtained, the video recording device discriminates a kind of copy restriction of each program. Then a program being "copy once", a program being "dubbing 10" and a program being "copy free" are recorded in an HDD 16 as one program file respectively. Thus, as shown in Figure (b), a program file A1 of "copy once", a program file A2 of "dubbing 10" and a program file A3 of "copy free" are recorded in the HDD 16.
