PROBLEM TO BE SOLVED: To lower waste water temperature which can recover waste heat in a waste heat regenerator while improving COP during isolated gas operation in a single/double effect absorption water cooler/heater. SOLUTION: The single/double effect absorption water cooler/heater is provided with a cooling water pipe 17 which passes through an absorber 7 after passing through a waste heat condenser 10 and further through a condenser 4, and is exhausted to the outside. A cooling water bypass pipe 17a for bypassing the waste heat condenser 10 is provided on the upstream side of the waste heat condenser 10 of the cooling water pipe 17, and a cooling water three-way valve 17b is provided at a diverging position of the cooling water bypass pipe 17a. The cooling water three-way valve 17b switches a direction of flowing cooling water during the isolated gas operation to the cooling water bypass pipe 17a which bypasses the waste heat condenser 10.
