<P>PROBLEM TO BE SOLVED: To provide a measurement device of a digital radio communication system capable of efficiently collecting BER data. <P>SOLUTION: A portable radio 12 as an actual unit has an error bit number counting function and a frame counting function. A device body 31 of the measurement device 13 includes a processing unit 31a. The processing unit 31a calculates a bit error rate (BER) based on data inputted from the portable radio 12, receives positional information outputted from a GPS unit 31c, and calculates a moving distance of a mobile object based on the positional information. The processing unit 31a creates a measurement time, positional information and a BER value as one record.
