<P>PROBLEM TO BE SOLVED: To expand a range of uniform thickness of a liquid developer film in a developing device which forms a liquid developer film on a developer carrier by using two coating members. Ž<P>SOLUTION: A developing device includes; a first coating member 34 which rotates in a first direction and in a second direction, which is opposite to the first direction, and applies a liquid developer stored in a developer storage part 311; a changing part which changes the rotational direction of the first coating member 34 switched between the first and second directions; a second coating member 35 which contacts the first coating member 34 to rotate in the first direction; and a developer carrier 36 which contacts the second coating member 35 and rotates.
