An advertisement delivering server (4) includes a position information input receiving unit (21) for receiving an input of base point position information (29) relating to a base point (34) specified with respect to advertisement information (27), a delivery area setting receiving unit (22) for receiving the setting of a delivery area (35), a highest score setting unit (23) for setting the score (S) of the advertisement information (27) at the base point (34) as a highest score (Sm), a score calculating unit (24) for calculating the score (S) in a terminal position (2q) by using a predetermined function defining the relation between the distance (L) from the base point (34) and the score (S) of the distance (L), and an advertisement information delivering unit (25) for delivering the advertisement information (27) to a portable telephone terminal (2) specifying the terminal position (2q) depending on the calculated score (S).
