PROBLEM TO BE SOLVED: To reduce interference power from a neighboring cell. SOLUTION: In a radio communication system including a plurality of base stations each communicating with a mobile terminal inside a subordinate cell, at each of the plurality of base stations, interference power received from the mobile terminal inside a neighboring cell is acquired and at each of the plurality of base stations, a notification requesting reduction in interference is transmitted to a base station of the neighboring cell on the basis of the interference power. Information for controlling transmission power of the mobile terminal inside the neighboring cell so as to reduce interference is reported from the base station of the neighboring cell having received the notification requesting the reduction in interference to the mobile terminal and at the mobile terminal inside the neighboring cell, information on transmission power is received to control transmission power of the mobile terminal in accordance with the information.
