PROBLEM TO BE SOLVED: To solve the problem that reliability of information showing the tail end or waiting time of traffic jam according as the traffic jam becomes longer. SOLUTION: A vehicle acquires operation of a vehicle, determines whether or not the vehicle has arrived at the tail end of traffic jam to enter facilities set as a destination on the basis of the operation of the vehicle, and when it is determined that the vehicle has arrived at the tail end of the traffic jam, transmits arrival location information showing the arrival location of the vehicle to the tail end of the traffic jam. An information collection device receives the arrival location information from the plurality of vehicles, and specifies the latest one of the arrival locations shown by the received arrival location information as the tail end of the latest traffic jam.
