A video descriptor generator comprising a per-picture characteristic amount extraction means to extract an amount of characteristic from a video per picture which is a frame or a field, and to output the per-picture characteristic amount; an inter-picture characteristic amount difference calculation means to calculate an inter-picture characteristic amount difference which is the difference of the characteristic amounts between pictures, as a difference characteristic amount, from the per-picture characteristic amount, and to calculate a difference characteristic information amount which represents the information amount that the difference characteristic amount has; an additional characteristic amount extraction means to calculate a characteristic amount to be added as an additional characteristic amount, from the video; and a characteristic amount combining means to configure a video descriptor including the additional characteristic amount in addition to the difference characteristic amount when the size of the difference characteristic information amount is smaller than a predetermined criterion.
