PROBLEM TO BE SOLVED: To provide a water quality modification system which is optimized in the performance of the system and uniformizes clogging and deterioration of membranes of individual separation membrane parts. SOLUTION: The water quality modification system includes: two or more separation membrane parts 9, 9, ... mutually connected in parallel; pumps 10 for supplying to-be-treated water to respective separation membrane parts 9, 9, ...; control means 12 and 19 for controlling the number of the separation membrane parts 9, 9, ... to be operated; and further a means of detecting the performance of the membrane of each separation membrane part 9, 9, .... When the control means 12 and 19 decide an increase or decrease of the number of separation membrane parts operated, those having higher performance among the separation membrane parts 9, 9, ... are operated by priority, and/or those having lower performance are stopped by priority.
